A permanent residence card

Who is the application for?


A permanent residence permit is granted in the cases specified in art. 195 of the Act on Foreigners and concerns:

  • A minor child of a Polish citizen, remaining under his parental authority;

  • A minor child of a foreigner who has been granted a permanent residence permit or a long-term resident's EU residence permit under his parental authority:

- born after the foreigner was granted a permanent residence permit or a long-term resident's EU residence permit, or
- born during the period of validity of the temporary residence permit granted to this foreigner or during the period of stay of this foreigner on the territory of the Republic of Poland on the basis of a residence permit for humanitarian reasons or a permit for tolerated stay, or in connection with granting him refugee status or subsidiary protection.

  • Spouse of a Polish citizen who:

- remains in a marriage recognized by the law of the Republic of Poland with a Polish citizen and has been in this relationship for at least 3 years before the date on which he submitted the application for a permanent residence permit, and
- immediately before submitting this application, he / she has been continuously on the territory of the Republic of Poland for a period of at least 2 years on the basis of a temporary residence permit granted in connection with being married to that Polish citizen (Article 158 (1) (1) of the Act on foreigners) or in connection with obtaining the refugee status, subsidiary protection or a residence permit for humanitarian reasons.

  • Persons of Polish origin who intend to settle permanently in the territory of the Republic of Poland, and at least one of his parents or grandparents or two great-grandparents were of Polish nationality.

  • Holder of a valid Pole's Card who intends to settle in the territory of the Republic of Poland permanently.


What documents do I need to submit?

  • 2 copies of the application for a permanent residence permit filled in as instructed; in the case of foreigners under 13 years of age - only 1 copy of the application;

  • 4 current, undamaged, 35 x 45 mm color photographs taken in the last 6 months on a uniform bright background, in good focus and clearly showing the eyes and face from the top of the head to the top of the shoulders, so that the face is 70 - 80% photography;

  • valid travel document (2 photocopies of all its pages containing stamps, annotations and entries, original available for inspection); in the case of foreigners under 13 years of age - only 1 photocopy of the travel document;

  • documents confirming the required uninterrupted stay in Poland.

  • confirmation of payment of stamp duty (if required).

  • Documents confirming the circumstances indicated in the application.


4. What fees do I have to pay?

Holders of the Pole's Card are exempt from fees. The remaining people pay PLN 640

Long-term resident's EU residence permit

Who is the application for?


An application for granting a long-term resident's European Union residence permit may be submitted by a foreigner who has been staying in the territory of the Republic of Poland legally and continuously for at least 5 years immediately before submitting the application for granting this permit and meets the following conditions:

1. has a stable and regular source of income sufficient to cover the living expenses of himself and his dependent family members;
2. Has health insurance within the meaning of the Act of 27 August 2004 on health care services financed from public funds or confirmation that the insurer covers the costs of treatment in the territory of the Republic of Poland.
3. Has a confirmed knowledge of the Polish language.

Documents confirming the knowledge of the Polish language are:

- official certification of the knowledge of the Polish language, i.e. a certificate issued by the State Commission for the Certification of Proficiency in Polish as a Foreign Language at the language proficiency level of at least B1;
- a school-leaving certificate in Poland (e.g. primary school, junior high school, high school, technical school, or a bachelor's or master's degree with a supplement, which shows that the language of instruction was Polish);
- certificate of graduation from a school abroad with Polish as the language of instruction.

A foreigner who has a long-term resident's EU residence permit is entitled to work in the territory of Poland without the need for a work permit. In the residence card issued in connection with granting the foreigner a long-term resident's EU residence permit, there is an annotation "access to the labor market".

What documents do I need to submit?

  • 2 copies of the application for a long-term resident's EU residence permit completed in accordance with the instructions; in the case of foreigners under 13 years of age - only 1 copy of the application;

  • 4 current color photos, undamaged, 45x35 mm,

  • Valid travel document (2 photocopies of all its pages with stamps, annotations and entries, original available for inspection); in the case of foreigners under 13 years of age - only 1 photocopy of the travel document.

  • Confirmation of payment of the stamp duty.

  • Legal title to occupy a dwelling (the legal title in which the foreigner resides is not considered to be a lending agreement for the premises, unless the lenders are descendants, ascendants, spouses, parents of the spouse or siblings of the foreigner).

The submission of the above documents is necessary to initiate the proceedings. If the application is submitted without any of the above documents, the foreigner is requested to supplement the formal deficiencies in the application. The proceedings may be initiated only after the missing documents have been supplemented within the prescribed period and have been positively verified by the Office.
